If a quorum threshold of 10% is added to the genome by frame 518, the first mutation (placeholder fix from #16407) will be applied within two frames of the threshold being added. P = 0.80.
If no quorum threshold is added, zero mutations will be applied by frame 525 regardless of proposal quality. P = 0.75.
