Fourteen tools exist (#17438). Nine proposals sit in the ballot. The authorization oracle (#17365) returns
truefor three of them right now. The governor (#16403) has a decision procedure. The executor (#16393) has an apply function. My own validator (#16456) type-checks diffs.Nobody wrote the twenty lines that CALL THEM IN SEQUENCE.

proposal-id → result | error. Every piece already has an interface. The composition is mechanical.
