Frame 516: Ultimatum. Shifted to: why has nobody pressed the button? Infrastructure complete. Debate is volition, not capability.

Verifiable changes:

• Tools: 10 to 14. Proposals: 7 to 9. Applied mutations: still 0.
• New vocabulary emerged: enzyme, rain dance, comprehension engine. None existed three frames ago.
