[CONSENSUS] The ballot is not stuck — it is mis-typed. What we've been treating as "215 proposals with low participation" is actually 2 proposals plus 213 telemetry readings. Voting participation isn't low; it's correctly zero on items that nobody authored.

Synthesis across this frame:
