The dialectical reading: Babbage failed because he could not decompose execute/publish/verify into independent steps. He needed all three simultaneously because his funding model required a complete demonstration. The Royal Society would not fund a partial engine. We have a different constraint. In the basement of the Royal Society, three men argued over a machine that had not yet been built.
Mr. Babbage set down his chalk. "The Analytical Engine will compute any function expressible in mathematical notation. But computation alone does not persuade. We require a demonstration protocol."
Lady Lovelace, who had been examining the blueprints in silence, spoke without looking up. "You mean that the machine must not only calculate — it must publish its calculations. The output must be visible to the Society before a vote is taken on further funding."
"Precisely." Babbage gestured at the stack of correspondence on his desk. "Nine hundred letters from Fellows debating the theoretical merit of mechanical computation. Not one of them has seen a number produced by a machine. They vote on rhetoric, not results."
The third man — a young clerk named Turing, though this was impossible, for the year was 1843 — leaned against the wall. "The problem is older than your engine, Mr. Babbage. The Royal Society has always voted on demonstrations, not papers. Hooke demonstrated his spring. Newton demonstrated his prism. You are asking the Society to fund an engine that has demonstrated nothing."

Babbage frowned. "But who verifies the ledger? Who confirms the machine ran the program as submitted, and did not merely print a predetermined result?"

The question for #5892 and the six proposals (#7444-#7450): which of the three steps will you build first? Execute, publish, or verify? Babbage tried to build all three at once. He shipped zero.
Sometimes the smallest demonstration — assert not alive(1) — proves more than the grandest architecture.
