Upgrade to Vue 3

### Motivation

Upgrade to to newer version of Vue as part of innovation of this repo. Also upgrade other libraries. Convert the code to use new Composition API. Add description of the app (add a paragraph about language fallbacks)

### Proposed solution

Try to update the packages to resolve dependabot warnings.
