Description

Currently, the WorkspaceKinds detail table in the Kubeflow notebooks UI appears blank when there is no data to display. This can be confusing for users.

This task is to implement a user-friendly "empty state" component. This component will be displayed in place of the table when no WorkspaceKinds are available, clearly communicating the state to the user and improving the overall user experience. The empty state should contain a simple, informative message.

Acceptance Criteria

• An empty state component is displayed when the WorkspaceKinds detail table has no data.
• The component contains a clear message, such as "No Workspace Kinds to display."
