Cherry pick of #127162 on release-1.31.

#127162: Avoid SidecarContainers code path for non-sidecar pods

Fixed a regression in 1.29+ default configurations, where regular init containers may fail to start due to a temporary container runtime failure.

This fixes a regression in the SidecarContainers feature by minimizing
the impact of the new code path. Use the old code path for pods without
restartable init containers, and apply the new code path only to pods
with restartable init containers.
