Cover.js
Allows the GM to reduce an attack's damage and penetration as shots are fired through cover.

Warning: The standard rules allow players to choose the best armour of all the intervening cover or their armor. If characters have good armour or are behind several layers of mediocre terrain, the cover becomes useless. I prefer that players seek out cover and try to interact with their environment. I let cover stack with itself and armour. However, I treat penetration twice as effective against cover to both prevent cover from becoming too powerful while also encouraging weapons with high penetration.
Reduces the penetration by half of x first.
If there is any of x leftover, damage will be reduced by the remainder (no longer halved).
Cover can be treated as Primitive Armour if Primitive is included. Primitive Cover will be half as effective. However, Primitive Attacks will treat Cover twice as effective, cancelling each other out.
