Resources created by APIGateway module do not contain required labels

Description

At some point there was an architectural decision made, that all resources owned by Kyma modules should have unified label kyma-project.io/module. Not all resources created by APIGateway module contain these labels (for example VS, RA created under the APIRule or EF under RateLimit). In addition we are required to apply Kubernetes recommended labels.
