Support setting `XKB_DEFAULT_OPTIONS`

Hello

i think it will be useful to have also the parsing/reading of the keyboard section from environment file

in mine for example i do have

Set two keyboard layouts and toggle between them using alt+shift

XKB_DEFAULT_LAYOUT=it,gb
XKB_DEFAULT_OPTIONS=grp:alt_shift_toggle

it would be useful to have in labwc-tweaks fild to specify primary and secondary kbd layout.

does it make sense?
