This PR reverts #1182. Apparently there's quite a few reports from users that can't run this new binary on Mac M1's but can run the original ngrok binary just fine. This leads me to conclude that the most recent ngrok binary also has support for Mac M1's and the separate arm one isn't needed anymore.
Fixes #1172
