Make flaggers visible in the main UI

I had no idea Latitude was actively monitoring my agent for failure patterns, because the flaggers are tucked away in Settings and I only notice them once an issue has already fired. I'd like a dedicated spot in the main UI, something in the sidebar, that shows all the active flaggers and the traces they're affecting. That way I can see what's being watched at a glance, instead of assuming nothing is happening until an issue suddenly appears.
