How does lerna detect which commit to use when looking for changes?

We have a mono repo with two projects using lerna. They interfere with each other. Meaning that now only changes since last publish from any other lerna instance are used.

I thought lerna was looking for tags from its own instance and ignoring other random tags the repo may have. Or is it only looking for last commit with any tag?
