Adds "experimental" tag to the windows binary build so that it recognizes `routing.assumechanvalid` flag.

Adds "experimental" tag to the windows binary build so that it

routing.assumechanvalidflag.After building the binary with the updated script my windows 10 test machine is now nicely syncing to the chain.
