CI: Add a GitHub Action that updates LSDB dependencies with the latest version of nested-pandas.

Feature request

Since we test LSDB with nested-pandas@main, we should also update LSDB's dependencies to pin it to the latest version of nested-pandas. I think it would be easier to push these changes from nested-pandas, but the other option would be to pull them using GitHub's webhooks.
