Seems to work well in the CLI:

linode-cli linodes create --metadata.user_data $(echo -n 'foobar' | base64) --region us-iad --type g6-nanode-1 --image linode/ubuntu22.04 --root_pass 'aComplexP@ssword!!!' --format has_user_data

linode-cli linodes ls
