Build latest Dockerfiles in Docker Hub

Hi,

The latest build of this container available in Docker Hub is for version 18.3 so the latest commit to bump the version to 18.4 was never pushed/built. Can the latest commit be pushed?

Unrelated but I also noticed that the changelog in the README was incorrectly updated (18.3 was pushed in June but 18.4 was pushed in September) but that's minor 😄

I see what happened here on my end, I am pinned to the Leia tag not the latest tag, which is still on 18.3. Switching to latest resolved this for me, but it would be nice to have the Leia tag updated to version 189 so that users can choose when they want to switch to the latest major release when it comes out
