Luckily, this required no changes to our API.

Bump LLVM version to 5.0

because llvm-config's version is now
5.0.0svn.

I'm not sure what to do about LLVMDumpType. We can't really guarantee that the user passed the right compilation flags to us to tell us about its presence or absence. I've removed it for now. We should look into emulating it in-framework if we want to keep it around.
