[libc++] Document using GitHub Actions to test different platforms

We currently only document using buildkite to add CI configurations for new platforms in https://libcxx.llvm.org/AddingNewCIJobs.html#addingnewcijobs. We should add a section explaining how to do that with GitHub Actions, or at the very least mention that it's an option.
