Missing Windows on ARM (WOA64) builds in `19.x` releases

18.1.8 was the last release that included LLVM-woa64.exe as an artefact. Note that this build lacks clang_rt.asan and clang_rt.ubsan libraries.

Is there a reason for not including a pre-build woa64 toolchain?
