Extended Description

This is an umbrella bug for the 3.0 release. It will be blocked by any issues that come up.

bug 11031 might be regression, thought it would not be fatal.
(note, it's not only avx issue, but also xmm on cygming.)

bug 9614 is a serious regression compared to 2.9 release and should block the 3.0 release.
