llvm-config no longer returns targets built

Extended Description

Running 'llvm-config --targets-built' now returns an empty string. This has broken my build scripts. I just did a fresh checkout of LLVM from head to verify this.

The empty string behavior is introduced by r145623. 'llvm-config --targets-built' returns a non-empty string with r145622.

directory when running from a build directory.
