[MLIR][IRDL] Add trait definition support

Currently, IRDL does not deal with traits at all. It would be good to have the ability to declare traits and attach them to operations.

Since traits are simple flag-like constructs, this should be rather straight-forward. There is no need to take into account using existing traits on IRDL operations for now.
