[GitHub] Notification bot didn't add labels/notifications on change of `clang-tools-extra/docs`

In PR #167269, file was added to ‎clang-tools-extra/docs/clang-tidy/checks/ (or simply clang-tools-extra/docs) but notification bot didn't automatically add labels or made notifications.
The llvmbot should label such PRs correctly, we probably need to adjust filepath regexes.

(I think this issue should be pretty simple to fix, making it now to not forget about)

(I think this issue should be pretty simple to fix, making it now to not forget about)
