This is my first time going through the new approval process for LLVM committers, but I will give my approval here to add @trmckay as a committer. It's a little different, because he's only contributed to the CIRCT incubator project, but he has already made some significant contributions to CIRCT.

I'll note that the policy mentions 3 or more contributions, and since Trevor only linked two here, there are actually several patches merged: https://github.com/llvm/circt/pulls?q=is%3Apr+author%3Atmckay-sifive+is%3Aclosed. One was a fairly major feature, which was reverted, and relanded with significant changes. There was also a new feature and a bugfix related to this track of work. I hope that is sufficient evidence for approval; Trevor is a great engineer and I'd be happy to allow him commit access.
