Why Are you requesting commit access ?

I've done some work on ClangIR recently and plan to continue doing so for the next few weeks/months. Additionally I picked up a few random issues and did some work on llvm libc last year.

Commit access would allow me to merge my PRs myself after getting approval, and presumably to leave proper reviews on PRs of other developers, so @andykaylor suggested that I could request access.
