Does modifying the Builtins.def file change the ABI at all? Also, does this fix a bug? It seems like more of a new feature.

it should not change the ABI, but you're right it's not really a fix. I thought it'd help libclc, but we need to carry workarounds for 3.9/4.0 anyway.
