COMPILE_ONLY was introduced in cmake 3.27.0. We cannot use this feature, because LLVM supports cmake 3.20.0.

Thanks, sorry about that mix-up. I think the original reason I did this is because it emitted warnings sometimes, but we can just ignore those separately if it's an issue
