This PR implements mig_index_list, abc_index_list, and xag_index_list to represent small networks of majority-inverter graphs and xor-and graphs. The PR additionally provides four API functions for each implementation:

• encode: generates an index_list from a logic network
• decode: generates a logic network from an index_list
• insert: inserts an index_list into an existing logic network
• to_index_list_string: converts an index_list into a string
