The init-job and main PP service use a shared deployment hash to identify which collections they can use. However, this only works if they are *both* rebuilt on any changes to the hash.

This PR is a fix to #256, which requires that the init-output job and the PP service be built from the same code but doesn't actually ensure that they are built together.
