Updates to Solar System related tables (RFC-1138)

Major update to Solar System table schemas as described in RFC-1138. The
tables affected are SSObject, SSSource, mpc_orbits, current_identifications
and numbered_identifications. mpc_orbits replaces the MPCORB table, and
current_identifications replaces the MPCDESIGMAP tables.
