Migrate to astral cargo-dist #230
Description
The original project is no longer maintained, but astral (known for uv) forked it and is maintaining it.
This is an example of what it takes to migrate (note that most of the changes are from the auto generated release workflow from running dist init): mitsuhiko/minijinja#779
