Layout

• skills/: the four skills. skills/tokenwright/scripts/tw.py is the CLI; skills/tokenwright-catalog/scripts/tidy.py is the catalog CLI, tested in tests/test_tidy.py.
• hooks/hooks.json: wires tw.py hook.
• tests/: unit tests on synthetic transcripts. Never commit a real one.
• scripts/budget.py: checks the plugin stays cheap.

Checks

CI runs the tests on Windows, macOS and Linux, and the budget on Linux. Each SKILL.md stays under 150 lines and each description under 700 characters; budget.py fails on red.

Rules

tw.py stays one standard-library file for Python 3.9 or newer. Every change gets a test. A release bumps the version in every place at once; AGENTS.md lists them.
