Fixes for capasitive sensor core (capsense) in Mksocfpga xxx_Cramps.
Adds setting hysteresis value from hal
Correlates to this PR:
machinekit/mksocfpga#104
rbf-bitfiles and hal-patch are tested to work here locally, however
Documentation is still to come...

I merged the mksocfpga version of this, because it can easily be reverted if problematic, with a small user base.
I am less cavalier regards anything hostmot2 orientated, given the large user base, can you cast an eye please.

The changes look safe, the only major updates are to the capsesne hm2 module.
