enh: Install Calico via tigera-opeartor

Expected Behavior

Calico daemonset is installed via tigera-opeartor

Current Behavior

Calico daemonset is installed via Helm chart. However, https://github.com/aws/eks-charts/tree/master/stable/aws-calico#calico-on-aws we can see here they recommend to install it via tigera-opeartor instead of using helm chart
