enh: Move buckets from layer1-aws to layer2-k8s

Expected Behavior

All related resources created in layer2-k8s (at least now)

Current Behavior

Layer2-k8s has helm releases and their aws resources (IAM roles), except gitlab-runner and elk stack. s3 backets for these releases are created in layer1-aws.
