bug: prometheus cannot connect to loki-stack-promtail-metrics endpoint

Prerequisites

• I checked the documentation and found no answer
• I checked to make sure that this issue has not already been filed

Expected Behavior

prometheus can scrape metrics from loki-stack-promtail-metrics service

Current Behavior

prometheus cannot connect to loki-stack-promtail-metrics service in loki namespace

Failure Information (for bugs)

promtail pod labels does not contain the specified in the networkPolicy selector and the rule does not work correctly
