Add bottlerocket node pool, move old pools to managed node groups

• Generate launch template for node pool using module https://github.com/terraform-aws-modules/terraform-aws-autoscaling
• Add new managed nodepool for bottlerocket
• Add workergorup for bottlerocket
• Add smm policy to access bottlerocket using aws web console
• Migrate old pools to managed node groups
• Update eks to 1.20
