feat: each helm release has its own namespace

PR Description

• Created namespace for each helm release.
• Deleted eks-rbac-ci module because we don't create dev/staging/prod namespaces by default + gitlab-runner moved into its own namespace gitlab-runner. Updated FAQ how to restrict permissions and allow to deploy only into certain namespaces.
• The teamcity deployment is broken now. Created issue
