Invalid Scope or Scope id error.

Preconditions

1. Magento 2.2.2
2. PHP 7.1

Steps to reproduce

1. Navigate to Admin > Content > Configuration.
2. Edit Store theme.
3. Upload Logo from Header section.

Expected result

1. Header logo need to be upload.

Actual result

1. Invalid Scope or Scope id error.

Steps to reproduce

Navigate to Admin > Content > Configuration.
Edit Store theme.
Upload Logo from Header section and hit save button.
After page refresh i got this Invalid scope or scope id error.

@ronnie48 We tried to reproduce it with a clean instance of Magento, and we weren't able to reproduce the issue. Please try to reproduce it on the clean instance of Magento, and let us know if you are able to reproduce the issue, thank you.
