Require Phone Number for DHL International Orders

Preconditions

1. Magento 2.2
2. PHP 7 / Linux
3. PayPal as merchant, DHL as international shipping service.

Steps to reproduce

1. Enable DHL for Internataional orders (outside US for us)
2. Place order with international address and choose DHL as shipping service
3. Checkout and buy product

Expected result

It should prompt user to enter required phone number as it's required by DHL for international orders.

Actual result

Order goes through without collecting phone number.

Is there a way to make phone number show and be required on international orders via DHL?

DHL requires a customer’s phone number for every shipment to ensure proper package delivery. I can't find it in writing but this is a requirement to use them as a shipping service.

Their phone number is 800-225-5345.

Currently we have to contact the customer and ask for their phone number before DHL will allow us to generate tracking. That's manual labor on our part for every international order on our site.

When Magento has default settings, the field for a phone number is required on the page checkout.
