Unable to apply coupon code during admin order creation in case rule has weight as condition

Steps to reproduce:

1. Install clean 2.4-develop
2. Crete simple product with weight = 8
3. Create a new customer with default billing and shipping address
4. Create cart price rule with coupon:
   -- In "Conditions" sections add - "Total Weight equals or greater than 5"
5. Try to create a new order in admin:
   -- Use created earlier customer
   -- Add product
   -- Try to apply coupon

Actual result:

The "123" coupon code isn't valid. Verify the code and try again.

Expected result:
Coupon should be applied

(i) Note: After unchecking "Same As Billing Address" checkbox coupon could be applied
