ISSUE:

The customers are able to save incorrect order statuses on the order page.

STEPS TO REPRODUCE:

1. Create a new order from the admin
2. Create an invoice for the order
3. Open the order in another tab
4. In the first tab, ship the items and see the order marked as Complete
5. In the second tab, submit a comment to the order

ACTUAL BEHAVIOR:

 The order status was updated to the wrong status after the comment.

EXPECTED BEHAVIOR:

The comment should not be able to set the order to an incorrect status.
