Region Field is not getting blank after selecting any region for a country

ISSUE :

If you add a region to a customer address and then you remove it, the region is still shown.

STEPS TO REPLICATE:
Go admin(backend) -> All Customers -> John1 Doe1 -> Edit -> Addresses -> Edit Finland address -> add State/Province -> Save -> Edit again -> remove State/Province

EXPECTED RESULTS:
the State/Province field should be empty when checking the customer address

ACTUAL RESULTS:
the state is still present
