Unable to save changes to phone number in existing order details

Short issue description

The merchant is unable to save the edits to existing order details "phone_number" from "00971503502456". to  "971503502456". But it is not being saved. (00 - is usually international prefix)

Steps to reproduce

1. Please any order. On shipping tab specify phone number "00971503502456"
2. Place order
3. Go to Sales > Order
4. Open order created before
5. Try to edit the Billing Address's Telephone number to "971503502456"

Unable to save changes to existing order details

Should able to save changes to existing order details
