Enhance Magento Shipment details to provide link to courier tracking screens

Description

Enhance the Shipment screen so that when you click on the tracking number of the shipment that you are linked to the carriers tracking url
for example if the tracking number is a Royal Mail code of OE989175464GB that when clicked on teh admin shipment screen you are taken to the link https://www.royalmail.com/track-your-item#/tracking-results/OE989175464GB

The connection between Carrier and tracking url could be set up in the config section and then when a customer is emailed about the shipment they could get a direct link , enhancing the customer experience.

currently not available on Magento 2.4.8

Expected behavior

Click tracking number and in a new window link and see carrier tracking information

Benefits

better customer expierence and they get a link to the tracking of the package
