Date picker Cannot select Year and Month

Steps to reproduce

1. Install Magento from develop branch.
2. enable "Show Date of Birth" in admin customer configuration.
3. go to storeurl/customer/account/create in frontend and click "date of birth"

Expected result

I can select year and month in date picker

Actual result

1. I cannot select year and month in date picker

It is actually a jQuery datepicker issue.
