'Continue' button is disabled even though 'I've read OSL licence' is checked

1. Download Magento ver. 2.0.0.0-dev84.
2. Move it to development server.
3. Load it, then OSL licence will open up.
4. Check 'I've agreed to the terms and conditions'.
5. Click on 'Continue' button

Expected Result:
When we check 'I've agreed to the terms and conditions', then 'Continue' button will be activated and upon clicking that button, we will be redirected to 'localization' page.

Actual Result:
When I checked 'I've agreed to the terms and conditions', the 'Continue' button didn't get activated, hence struck in first step only.

Copy and paste the /JS folder from a Magento 1.x version and it will works fine

No, it didn't work. I copied /js folder from magento 1.9.0.1 to lib/web/ in
magento2, refreshed it and continue button didn't get activated.

After recent changes in processing JS/CSS resources, there may be some latency in loading JS responsible for enabling "Continue" button.

1. Do you use 'developer' mode?
2. If you try 'default' mode, is the issue reproduced after you reload the page?
3. Is the issue reproduced, if you wait until all resources are loaded? You can check it in Firebug or similar tool for you browser. Or just wait a little bit and then click the checkbox.

I'm using it in default mode.
I got the reason for this error. In pub folder, install folder is missing.
Check the attached screen shot.
