Confusion in config.xml and module.xml

I have a question that in some toturial they advice of creating module.xml and at some places they define config.xml for configuring the module ...Is there any difference...or both method can be used???

module.xml is required and includes declaration important from developer point of view - such as name of the module, schema version, list of the modules it should be loaded after (sequence).

config.xml includes default configuration for the values that can be set by an admin user - so it's configuration from user point of view. It is not required for any module to work, but some modules may depend on this configuration - then it should exist to provide default values.
